Following Partition and the creation of the Irish Free States in 1922 it was always clear that the note issuing right of the six Belfast and Dublin based commercial banks would be reviewed. The currency Act of 1927 set out the framework for this by Currency Commission, which was to take over responsibility for the issues. 

A committee was appointed to advice on the design of the first series of legal tender notes and chose the principal feature of them, an 'emblematic female figure’, based on a painting by Sir John Lavery of his wife Lady Hazel Lavery. The head and shoulders portrait appears on the 10s, £1 & £5 notes while the full portrait appears on the higher denominations. It was decided that the reverse of each note should carry a portrayal of one of the river masks whose sculptures adorn the facade of the Dublin Custom House.

The notes were engraved and printed on Portals paper by Waterloo & Sons up to 1960 (1959 for the £1 notes only). Thomas De La Rue took over the printing contact from then onwards. None carry a printer’s imprint.
